universal pensions at Hong Kong’s LegCo

Here is a three nine and a half-minute video of my introductory remarks on 28 November 2011 at Hong Kong’s Legislative Council (LegCo). The session went on for two hours, with many questions from the audience. There was particular interest in Chile’s reforms, and in ‘claw back’ of basic pensions from the wealthy as an alternative to Hong Kong’s intrusive means tests.
